Specialization — public governance and business management in agro-industrial sector; local self-government.

Research. The main focus of research is modernization of governance system to maximize contribution of human resources and use of other inputs.

Key research findings:

  • manageability theory (new approach);
  • principles and methodology for formation of management systems;
  • model of public governance vertical in the agro-industrial sector (including federal, regional and local levels);
  • local self-government model for Russia;
  • recommendations on improvement of inter-budget relationships in Russia;
  • recommendations on improvement of the tax system in Russia;
  • methodology for staff appraisal and selection; methodology for student appraisal and career guidance;
  • recommendations on justification of optimal size of large-scale farm; farm financial revitalization practices;
  • methodology for building on-farm relationships, including system of incentives.

Practical activities. Experience in farm financial revitalization (overcoming of crisis situation, increased competitiveness mainly due to enhancement of farm business management system).

Probation (during the post-graduate course) under guidance of directors of 2 largest agricultural industrial-type enterprises in the USSR (that were the most efficient in the country). The purpose of the probation period was to learn efficient farm business management practices.

Publications — over 100, dealing with the public governance in the agro-industrial sector, farm business management and local self-government in rural areas. The research papers cover the federal, regional, district and local levels (farm, rural settlement). All research is of applied nature. Some of research findings have been introduced or accepted for introduction in agricultural production. One of special characteristics of the research — they are applicable not only in the agro-industrial sector and rural areas, but in other sectors of the national economy and in urban areas.
